Security expert, head of the department of the Russian Security Committee “Cobra” Stanislav Veselov in a conversation with Pravda.Ru commented incident in Sevastopolwhen a group of adults and children were not allowed into a bomb shelter during an air raid.

As the governor, outraged by what happened, wrote: Mikhail Razvozhaeva security guard at the palace of culture where people wanted to hide, said that the building’s shelter was intended only for employees, and advised them to flee to other shelters.
Veselov believes that, firstly, the security guard in this case clearly exceeded his official authority. Secondly, he did not act according to the security guard’s job description, which prescribes the procedure for action in such a situation. And thirdly, there is a violation of the rights of minors, whose safety must be fully ensured.
“The security guard’s actions were unlawful and unacceptable, because now our situation has changed quite seriously and worsened. And, of course, first of all, our citizens, both adults, and the administration of this or that institution, must do everything possible to ensure the safety of children. That is, in essence, at this moment they had to provide access to shelter first of all for minors, and then for adults, although they also could not interfere with anyone,” Veselov said.
Earlier, the governor of Sevastopol, Mikhail Razvozhaev, called the situation when a group of adults with children were not allowed into a bomb shelter during an air raid as outrageous idiocy, and promised a tough investigation. The security guard of the palace of culture, where people wanted to hide, said that the shelter of the building was intended only for employees, and advised them to run to other shelters.
