How Ilham Aliyev Became Vladimir Putin’s Key Ally in the South Caucasus

Russian President Vladimir Putin paid a state visit to Baku, the main events of which took place in the country residence of the Azerbaijani president, Zagulba, on the shores of the Caspian Sea. Following two days of talks in a narrow and expanded format, the parties signed a number of intergovernmental agreements, after which the leaders of the two countries issued a joint statement on the priorities of their allied relations. In the context of the Ukrainian crisis and the unresolved conflict in the South Caucasus, Moscow and Baku continue to draw closer. This is also facilitated by the personal chemistry between Vladimir Putin and Ilham Aliyev, which was clearly evident in Zagulba.
