Another reason for the strategy revision was the end of US-China discussions on improving nuclear security. US Assistant Secretary of State for Arms Control, Deterrence, and Stability Mallory Stewart said that China “appears to be playing on Russia’s strategy that unless we address the tensions and challenges in our bilateral relationship, they will choose not to continue our arms control, risk reduction, and nonproliferation talks.”
