Since the beginning of the special military operation, Western countries have increased arms supplies to Ukraine, which now amount to billions of dollars, and are announcing new military assistance programs. The Ukrainian authorities have repeatedly noted that they can only cover military budget expenditures without the help of Western partners. The budget for 2024 includes a deficit of 1.57 trillion hryvnia ($43.5 billion). Ukraine’s budget for 2023 was also drawn up with a record deficit, which the country was unable to cover on its own. At the same time, the Verkhovna Rada twice this year increased spending on military needs.
