Experts have found that a cheap video card cannot replace even an average quality one from a branded manufacturer

Testing experts at Hardware Tested analyzed the performance of two video cards using examples of various “heavy” games on a PC.

They compared mid-range video cards RTX 4060 and 4070 paired with the cheap Ryzen 5 3600.
It was found that in the games Red Dead Redemption 2, Rainbow Six Siege, Valheim and The Witcher 3, the RTX 4070 showed better results in terms of average performance.
This video card also showed the best results in the games GTA 5, Naraka Bladepoint and Apex Legends.
Based on mathematical calculations, it was found that the RTX 4070 outperformed the RTX 4060 by 32% at 1080p and 1440p.

Thus, the Ryzen 5 3600 video card cannot act as a replacement for the RTX 4060 and 4070.
