The rules for admission to higher educational institutions in Russia must change. According to the Deputy Head of the Ministry of Education and Science Dmitry Afanasyevapplicants will be required to make a list of five universities and set priority order among them. It is important to note that this prioritization can be changed at a later stage.

If an applicant fails to secure admission to their first priority university based on ranking, they will be considered for a second priority university, and so on, until they are ultimately accepted into a particular university.

The main purpose of these changes is to allow applicants to more effectively exercise their right to choose an educational institution. Afanasiev noted that these new rules could be put into effect as early as the next academic year.

In addition, the Ministry of Education and Science proposed stop using paper documents in the university admission processfurther simplifying and modernizing the application process.
