Even before the opening of this telephone line, the Terms of Use for long-distance telephone messages were developed and announced. They said that the long-distance telephone line was intended for general use, and all residents of one capital, without exception, would have the opportunity to communicate by telephone with any of the residents of another. Both in Moscow and St. Petersburg special Central long-distance telephone exchanges were established, connected with the centers of city telephone networks, with exchanges and with intercom stations.
