President of Russia Vladimir Putin instructed to extend preferential mortgages at 2% in new regions to secondary housing, reported on February 12 on the Kremlin website.

“The Government of the Russian Federation should take measures to ensure the extension of the preferential mortgage lending program (at a rate of 2% per annum), operating in the territories of the Donetsk People’s Republic, Lugansk People’s Republic, Zaporozhye and Kherson regions, to the secondary housing market in these territories,” the document says .

Earlier, on December 14, 2023, Putin proposed extending preferential mortgages in new regions to secondary housing. Prior to this, at the beginning of 2023, the government approved a preferential mortgage program for residents of the Donetsk and Lugansk People’s Republics, Kherson and Zaporozhye regions with a rate of no more than 2% per annum. At this rate, it is proposed to take out loans for the purchase or construction of housing in the amount of up to 6 million rubles. with a down payment of 10% of the property value.
