Russians will not increase penalties for housing and communal services in 2024

The provisions of the Housing Code state that the amount of penalties for partial and late payment of housing and communal services fees is determined taking into account the key rate of the Russian Central Bank on the day of actual receipt of funds from the amount not paid on time for each day of delay. The government noted that at the current key rate set by the Central Bank of the Russian Federation – 16% per annum – the maximum penalties would be disproportionate to payments by Russians for housing and communal services, which is why the calculations will continue to use the value of the rate before it was increased.
